[Bug] Scratchpad write permissions not inherited from driver agent in agentic orchestration

Bug Description
in large agentic orchestration, permissions to write to scratchpad is handled for the driver agent so why I have to approve permission from my main agent all the time, even with --dangerously approve permission? It is anoying, and get the whole production on idle when the main agent is waiting
