[Bug] CLAUDE_CONFIG_DIR not respected during marketplace plugin installation

Bug Description
I was unable to install claude marketplace plugin because the system is not respecting the custom config path for claude in my machine (export CLAUDE_CONFIG_DIR="$XDG_CONFIG_HOME/claude") and it's looking at the default hidden folder on home, giving me the error: Failed to install: Source path does not exist: /Users/brunnodias/.claude/plugins/marketplaces/claude-plugins-official/plugins/mcp-server-dev.
