[Feature Request] Add deferred message submission option to queue messages until turn completion

Bug Description
Add a setting (or a second submit keybinding) to defer a message typed mid-turn until the current turn completes, instead of injecting it as steering. Steering is the right default for corrections but wrong for follow-up tasks — today the only workarounds are Esc (abandons the in-flight tool call) or padding the prompt with "after you finish…". Per-message choice would be better than a global toggle, since one session wants both. Identical request #65452 was auto-closed for inactivity on 2026-07-10; still relevant on v2.1.220.
