[BUG] Updating CCR with GitHub issue labeled trigger with a label filter fails

What's Wrong?
Updating a CCR to trigger on a GitHub issue-labeled trigger, with a label filter - fails with the error "Routine saved, but the GitHub trigger couldn’t be updated. Edit again to retry." It might be related to the label being new, and might be related to refreshing the CC web page. Can't repro reliably. (But I think you shouldn't prevent creating a filter on a non-existant label. That's my concern).
What Should Happen?
CCR should be updated accordingly.

Steps to Reproduce
1 Create CCR.
2 Update to trigger on a GitHub issue-labeled
3 Add a filter "labels is one of" and the (new) label name.
