[Bug] Model auto-upgrade to Opus 4.8 instead of latest Opus 5 on complex tasks

Bug Description
it switched from Fable 5 to Opus 4.8 because I asked it to review failed e2e tests. That seems a little TOO aggressive. What's worse is it switched to Opus 4.8 instead of Opus 5. Why 4.8?
