[Bug] setup-token forces incorrect error: 5-hour limit reached ∙ resets 3am

Bug Description
I did a claude setup-token in another console and all my other consoles are reporting 5-hour limit even though I'm not even close (on MAX20, having spent 22.5% of the cost/token/messages). I can't reset it except to wait.
