[False positive] Fable 5 safeguards flagged a benign message

What happened:
A short, benign Japanese instruction to continue an ongoing coding task was
blocked with "Fable 5's safeguards flagged this message". There was nothing
harmful, adversarial, or policy-relevant in the message. Retrying with Opus 5
in the same session worked without any issue, so this appears to be a
model-specific false positive rather than anything about the conversation.

Session context (possibly relevant to the false positive):
The repository is a Claude Code plugin for FOOD LABELING REGULATORY COMPLIANCE
(Japanese Pharmaceutical and Medical Device Act / Act against Unjustifiable
Premiums and Misleading Representations / Health Promotion Act / Food Labeling
Act). Normal work in this repo involves discussing health claims, prohibited
advertising expressions, and NG keyword lists as compliance checking material.
If the safeguards are keying on that vocabulary, this class of legitimate
regulatory-compliance work will keep getting blocked on Fable 5.

Impact:
Blocks Fable 5 usage for this project entirely; had to switch models mid-task.

Expected:
The message should have been processed normally.
