[Suggestion] CSS class proposals show undeclared classes before their creation prompt

Suggestion Description
When proposing changes, the very first proposed ones are of CSS classes that hasn't been declared yet. So I would need to agree on adding an unknown class in order to let me proceed further, so I can actually see what the properties of this CSS class contains. It seems more intuitive to me that it first proposes a non-existing class (so first show me the new CSS class) and then ask me to Accept adding that class to an HTML element
