[Bug] Excessive cache creation tokens with low cache read ratio causing high usage consumption

Bug Description
this session somehow made 43million cache create while only made 60million cache read tokens. This is certainly a bug since cache miss happens basically throughout the entire session. This got automatically fixed after a compaction. The excessive cache create consumed 10% of my weekly usage. Please consider reset my usage or at least refill the usage that is wasted by the erroneous cache miss.
