[Bug] Bypassing Husky Hooks and Test Validation Incorrectly

Bug Description
constantly claude code do husky=0, commit and push with --no-verify. there is a lot of quality gates, but i added to claude.md not to ignore them, and keeps doing it. also, instead of fixing tests, sometimes it adds skip to them.
