[Bug] Skill description parser incorrectly interprets angle brackets as XML tags

Bug Description
I got error "Description cannot contain XML tag when try to create description for a skill. For example, ``This skill should be used when the user asks to "migrate to http3 grpc", "migrate grpc to connect", "convert this service to the http3 grpc server", "port the connect/http3 migration to <service>", or is porting the grpc-go -> connect-go/vanguard/HTTP3 server pattern (established in socialfi/post commit 17a25442, "Migrate to http3 grpc") to another Nexsoft/icom monorepo service such as user, feed, search, reaction, notification, media, Violation, or backoffice.` I think claude identical <service>` as XML tag.
