[Bug] Cybersecurity content filtering applied despite relaxed guardrails configuration

Bug Description
Unable to continue with the session due to cybersecurity topic. The use case is to review cybersecurity disclosures, triage, create a report and email the reseracher. I should already have relaxed cybersecurity guardrails in my account but its still blocking. Please review.
