Subject: False-positive Usage Policy block on legitimate medical-device R&D (Claude Code)
What happened: A request to draft/merge a research-protocol document returned "Claude Code is unable to respond to this request, which appears to violate our Usage Policy." The task was legitimate and non-prohibited.
