[Bug] tengu_shale_finch flag strips all task tools (TaskCreate/TodoWrite) from top-level interactive sessions, leaving no task list at all

Bug Description
Since 2.1.208 the task/todo list no longer renders as the persistent pinned checklist at the bottom of the terminal. Task updates now come through as flat inline text in the transcript instead. I want the live bottom checklist back.

Suspected cause: the 2.1.208 changelog entry "Improved input responsiveness while agent task lists update, task updates no longer re-render the entire UI." That optimization appears to have removed the pinned full-UI redraw that produced the bottom checklist.

Environment: Claude Code 2.1.217, native install, macOS, Apple Terminal (TERM=xterm-256color), no tmux/screen. Screen-reader mode is off (no CLAUDE_AX_SCREEN_READER, no axScreenReader). Worked as the pinned bottom list until the past few days. No settings toggle exists to restore the old rendering.

Request: bring back the persistent pinned task-list view, or add a setting to opt into it.
