Bug Description
I was not able to use Fable with my Max Plan. I always got a prompt to set up usage credits. Restarting, rebooting and relogin all didn't help. The problem was having "DISABLE_TELEMETRY": "1" in my settings. That switch turns off Claude Code's feature-flag evaluation, and an account's Fable-included entitlement is delivered as a server-evaluated flag. With evaluation off, the client uses a stale on-disk flag cache.
