[Bug] Fable 5 unavailable despite unused allowance on Max plan

Bug Description
Subject: Fable 5 unavailable on 20x Max despite unused Fable
allowance

Issue: I can no longer select/use Fable 5 in Claude Code. It was
working earlier today. My in-client Usage panel shows:

• Current week (Fable): 15% used — resets Jul 24, 2pm

(Australia/Sydney)

• Current week (all models): 47% used
• Current session: 31% used

So my Fable allowance is nowhere near exhausted, but the model is
unavailable. My understanding is that Max plans retain Fable 5
access on subscription usage, so this looks like an entitlement
or gating bug rather than a limit being hit.
