[Bug] dynamicWorkflowsEnabled flag disables Ultracode display

Bug Description
dynamicWorkflowsEnabled was turned off when I used leading to ultracode not showing. Yesterday I was using it normally but suddenly the effort setting disappeared and the dynamicWorkflowsEnabled was set to false. Possibly related to https://github.com/anthropics/claude-code/issues/63498.
