[FEATURE] Support user groups for Claude Code managed settings on Teams plan

Problem Statement

We want to enforce different settings configurations for different teams and users at our organization. Currently, managed settings apply to every user in our Claude org.

Proposed Solution

Allow us to add users to different groups, each with its own managed settings configuration.
