[Bug] Fable 5 safeguards over-triggering on legitimate personal device configuration, causing unwanted model downgrade

Bug Description
▎ Fable 5's safeguards are repeatedly flagging and auto-downgrading me to Opus 4.8 on completely benign work — installing operating systems on a OnePlus 6T phone I personally own, and setting up my own home-lab servers. Four false positives on 2026-07-10 and 2026-07-11 alone, all documented. This is exactly the "safe and routine cybersecurity work" your own flag banner admits it over-triggers on. I'm a paying Pro user and I keep losing access to the model I chose. Please narrow the safeguard for personal/defensive device work on owned hardware, and confirm these flags aren't counting against my account standing. Full dated log available on request.
