[BUG] Cowork (Windows): newly created projects don't appear in the Projects list (desktop + web)

What's Wrong?

New projects created in Cowork don't appear in the Projects list. They're missing on both the desktop app and the web app, so it's server-side, not local cache. The list appears to stop at ~18 projects.

What Should Happen?

All projects should appear in the list (with pagination if needed), on both desktop and web.

None - silent failure

Steps to Reproduce

1) Have ~18+ projects. 2) Create a new project. 3) Open the Projects page on desktop or web. 4) The new project isn't listed and isn't found.
