[Feature Request] Support local-only application use case for accessing Frontier models

Bug Description
I'm testing a local application that only lives on my device, it would be great if I could still use Fable 5 since there is no risk to a 3rd party. Is there a method to verify my use case/location/identity to us F5 and future frontier models?
