Bug Description
Sandboxed Bash network broker: connections to hosts without a cached verdict hang indefinitely at TCP connect instead of failing fast or surfacing a prompt — git push hung silently for minutes on v2.1.206; a later allowlisted curl to the same host cached an allow verdict and unblocked git.
