[Bug] Unexpected model switches and rate limit notices during non-coding session

Bug Description
The model switched twice without any notice, and then finally showed a notice. This occurred even after our account was approved and we logged in fresh following CVP approval. We were in a strategy session focused on security preparation for AI memory security, not looking at code or documentation, so this notice or block should not be triggering in this context.
