[Bug] Rate limit enforcement triggers prematurely at 70% of quota instead of at limit

Bug Description
I have reported issues with my account limits. The virutal assistance is completally useless. It has menionted that a human representative is going to contact me via email however I have not received any help. The issue is that Claude starts saying that I hit the limit when my session is 70% ... I have not been able to work today. I NEED HELP ASAP please.
