[Bug] MCP Bridge Inconsistent Behavior and Failure to Utilize Persistent Instructions

Bug Description
Absolutely 100% refuses to use the MCP Bridge every time, until I tell it to. Then it tries to set up the already-running bridge, until I tell it that it is already running. Then it uses the bridge to a point and then asks questions it could answer by using the bridge. Updated the memory with a series of instructions (written by Claude) to always know the bridge is running and it should use it. Had it re-read and confirm the instructions. Said it would always use the bridge. Immediately asked me for information rather than using the bridge.
