[Bug] Terminal commands with `!` prefix now incorrectly trigger Claude analysis

Bug Description
not sure when this started happening but !commands that are passed through to the terminal did not also trigger claude. they'd just run and print output, if any. now any such command also triggers claude and it comments on whatever command i ran. looks like a regression.
