[Feature Request] Safeguard alert for role definition changes should allow internal project modifications

Bug Description
I am changing access levels on my own in house project, and gor a safeguard alert. THis is not malicious, I am literally just changing the definithin of admin to manager anyway, not even changing the people who have that access, just merging the roles admin into manager, both of which had the same users anyway.
