[Bug] Overly broad biology safety filter flags legitimate scRNA-seq research requests

Bug Description
[Category: False-positive safety flag

Fable 5's safeguards flagged a completely benign academic request. I asked the model to read a single-cell RNA-seq clustering paper (scDSC, Briefings in Bioinformatics 2022 — a standard bioinformatics deep-learning method) and give advice on scaling the algorithm to large datasets. No wet-lab protocol, no pathogen, no dual-use content — just unsupervised clustering of gene-expression matrices.

The flag banner itself acknowledges the filters "may flag safe and routine coding, cybersecurity, or biology work," which is exactly what happened here. The trigger appears to be keyword-level over-matching on "single-cell / RNA-seq / biology" rather than anything in the actual content.

Impact: this creates friction for legitimate computational-biology and bioinformatics research. Please narrow the biology-related heuristics so routine scRNA-seq / methods-paper discussion isn't caught.]
