[Bug] Anthropic API Error: Token consumption with governance failures on Opus model

Bug Description
I am doing truely frontier work with a Universe Harness that autotunes universes of ecosystems of fields of agents. Fable 5 keeps having issues and throwing errors.. I am buring massive tokens while OPus flat misses the governance
