[BUG] Claude Marketplace Update Does not Work on First Run

What's Wrong?
Using Claude Cowork with plugin marketplace connected to github.
- Connect marketplace to Github, enable auto-sync, install contained plugins
- Make a new commit to Main branch
- Update version on all edited plugins in marketplace
- Restart Cowork
- Plugin marketplace does not update
- Expected result: Marketplace and contained plugins update
Also...
- Make new commit to main branch
- Go to Customize > Browse > Marketplace > ... > Check for Updates
- Marketplace reports itself up-to-date
- Expected result: Marketplace updates to latest commit (git-pulls on update check)
Workaround:
- Following failed update, ... > Check for Updates again
- Marketplace updates to latest version as expected
- Plugins do not update
- Expected result: Plugins update to latest version following marketplace update
- Also expected: This happens despite version changes, just git-pulls
This behavior (or similar) was reported before and marked fixed. It is not fixed: https://github.com/anthropics/claude-code/issues/36938
