What's Wrong?

My account normally spends $20–45/month and I had a $25 monthly spending limit set. On July 1st I got charged $1,771 in about four hours, across ~52 automatic reloads — ~70× my limit. It wasn't me and didn't come from my systems; the key is revoked. A $25 limit that lets $1,771 through in four hours clearly isn't working. I opened a ticket, it was escalated to a human, and I've heard nothing since — not even after following up.

What Should Happen?

A $25 limit should stop spend near $25, not allow 70× over four hours. And a charge like this should get a human reply.
