[Bug] Claude refusing tasks due to security-related vocabulary in non-security contexts

Bug Description
fable is declining to work on most if not all tasks for my "physical security dashboard" that just shows motion alerts overnight from our cameras around the office, just due to the "security" vocabulary (despite not having anything to do with exploits or cybersecurity vulnerabilities). debugging any internal tool also seems to flag fable's safeguards incredibly frequently, and i've run into the same issue just asking it to find performance issues or bugs in the code immediately switches the model to Opus.
