[Feature Request] Relax overly restrictive biology-related safeguards for neuroscience-inspired ML research

Question

**Bug Description**
Your biology safeguards are FUBAR. It is impossible to implement anything remotely bio-inspired. Design a new kind of self-attention, SSIM, SNN or CNN layer with with principles found in V1 cells? Oh no you are doing forbidden biology! This safeguard is just rediculous.
