Follow-up to #25303 (closed as not planned, now locked)
This still reproduces on v2.1.193, so filing a fresh report since #25303 is locked.
Environment
- Version: v2.1.193
- OS: Windows 11
- Terminal: Windows Terminal
- Plan: Claude Max
Summary
The startup welcome/header UI is inconsistent per folder on the same machine, in the same session.
Steps to reproduce
- Launch Claude Code in a fresh folder → the full welcome banner shows (mascot + "Welcome back" + Tips + What's new).
- Launch Claude Code in a folder I've started in repeatedly (e.g. my home directory) → only the compact one-line header shows; the full banner never appears.
Expected
Consistent startup welcome/header UI regardless of how often a folder has been used.
Actual
- Fresh folder: full welcome banner.
- Frequently-used folder (home directory): compact one-line header only.
- Not correlated with folder file count.
Impact
Core functionality is fine — only the startup welcome/header UI is affected.
Notes
Confirming this is NOT resolved as of v2.1.193. Previously reported in #25303.
