[BUG] Windows: startup welcome banner only shows in fresh folders, not frequently-used ones (still repro on v2.1.193)

Follow-up to #25303 (closed as not planned, now locked)

This still reproduces on v2.1.193, so filing a fresh report since #25303 is locked.

Environment

  • Version: v2.1.193
  • OS: Windows 11
  • Terminal: Windows Terminal
  • Plan: Claude Max

Summary

The startup welcome/header UI is inconsistent per folder on the same machine, in the same session.

Steps to reproduce

  1. Launch Claude Code in a fresh folder → the full welcome banner shows (mascot + "Welcome back" + Tips + What's new).
  2. Launch Claude Code in a folder I've started in repeatedly (e.g. my home directory) → only the compact one-line header shows; the full banner never appears.

Expected

Consistent startup welcome/header UI regardless of how often a folder has been used.

Actual

  • Fresh folder: full welcome banner.
  • Frequently-used folder (home directory): compact one-line header only.
  • Not correlated with folder file count.

Impact

Core functionality is fine — only the startup welcome/header UI is affected.

Notes

Confirming this is NOT resolved as of v2.1.193. Previously reported in #25303.
