ESM takeover should ignore stale owner marker on unassigned issue

During /takeover, set-ticket-link refuses an issue if the earliest claude-task-owner marker belongs to a prior session, even when the issue has no assignee. That blocks legitimate takeover of an idle worktree. Expected: if unassigned, allow the takeover session to bind or reclaim ownership instead of requiring manual marker deletion.
