Reopening #63049 after #51664 after #33622. Please add cache.ruby-lang.org or rather *.ruby-lang.org to default allowed domains (ruby-lang.org is already there in the _Ruby package managers_ section).

Just ran into this as well.
The specific issue is that Trusted allowlist includes
ruby-lang.orgbut not thecache.subdomain; base image ships rbenv with 3.1/3.2/3.3, so installing any project-pinned Ruby fails with a CONNECT 403; forces a build-from-git-source workaround"Today
