[Bug] GitHub API requests blocked by proxy egress policy with HTTP 502 in scheduled routines

Bug Description
I have a scheduled routine running every day at eight a.m. It has been working for weeks but the last two days it failed because it can't get access to GitHub. So it fails saying something like this:
The routine couldn't complete. Every request to api.github.com is blocked by the proxy egress policy with HTTP 502 "builtin injection failed" — this affects both fetching the log dump from clanie/clanie-portfolio-logs and posting issues to clanie/clanie-portfolio.

When I run it in Claude Code directly, copying the routine definition and asking it to run it in the current claude code session, it works just fine.
