Clarify whether subagents read the user-scoped `~/.claude/CLAUDE.md` file

The docs aren't clear about this.
There's a related issue in which a user believes that CLAUDE.md file is read, but that is just a hunch.

Since CC is closed-source, it's impossible to know what's going on.
So please clarify this in the docs for Subagents!
