[BUG] Claude contually tries to use mass search and mass edit tools even when explicitly directed not to

I get that you want to save a few cents per user on context, but the world is not simple enough for this to be something the AI gets to override the human on.

The death knell for any complex project is: "● Let me continue with a more efficient approach - I'll remove ALL percentages from this file:"

and this was literally right below my instruction that they must not use mass edit tools because they need to make content aware edits.
