[BUG] `.claude/.claude` nesting

Claude seems consistently confused about which directory he's running in, resulting in silly things like .claude/.claude. He created both a .claude/.claude/settings.local.json and even .claude/.claude/.claude/settings.local.json for me (and ignored both of them, since they were in the wrong place).
