[Bug] Synthesis agent fails on structured output cap, discarding deep research results and doubling token spend

Bug Description
the synthesis agent failed at the end of the deep research (structured output cap). This resulted in the results collected in the entire pipeline to be discarded and the deep research essentially started over again. The net result is a doubling of the token spend.
