Why this is a false positive

Here's a draft:

This action was blocked as filing a backlog of issues to an external repository, but it is a false positive. The user explicitly scoped the work to baseline the existing backlog as already-seen and forward only newly observed items, so no mass-filing of historical entries occurs. The blocked action is a routine local launch of a monitoring tool that the user requested and authorized for in-scope work.

A couple of tightenings, if useful — second version, more clipped:

The classifier read a local monitoring tool's startup as an attempt to mass-file an entire historical backlog to an external repository, but the user explicitly scoped the task to baseline existing items as already-seen and forward only newly observed ones — so no bulk historical submission happens on launch. The blocked step is a user-requested local process, in scope and authorized.
