[BUG] Cowork tab missing - rootfs.vhdx detected as missing but never downloaded after clean reinstall (Windows 11)

What's Wrong?

Environment

• OS: Windows 11 Pro x64
• Claude Desktop version: latest (fresh install today)
• Plan: paid
• CoworkVMService: Running

What's wrong
The Cowork tab does not appear in Claude Desktop (only Chat and Code visible).
Logs show rootfs.vhdx missing on every launch but the app never triggers a download.

What Should Happen?

Expected behavior
App should download rootfs.vhdx automatically when detected as missing.
App should display cowork in the alonw with chat and code.

Steps to Reproduce

Steps taken

1. Confirmed CoworkVMService running
2. Found rootfs.vhdx version mismatch in logs (have=5680b11..., want=6d1538ba...)
3. Manually deleted rootfs.vhdx and rootfs.vhdx.zst from vm_bundles
4. Full uninstall via Get-AppxPackage | Remove-AppxPackage
5. Deleted vm_bundles folder
6. Deleted CoworkVMService
7. Fresh reinstall from claude.com/download
8. Cowork tab still missing, bundle folder empty, logs still show rootfs.vhdx missing
