[BUG] Claude Code-shared usage limit blocks macOS Desktop Chat while WebChat works

What's Wrong?

Clarification on repo scope: the visible broken surface is the Claude macOS desktop app's normal Chat UI, but I filed this here because the blocking banner explicitly says the limit is shared with Claude Code. If this shared usage-limit state is not owned by Claude Code, please point me to the correct public tracker for Claude Desktop/shared usage-limit bugs.

The Claude macOS desktop app is showing Usage limit reached in regular chat mode even though the in-app usage page shows that the relevant limits are not reached. WebChat does not reproduce the issue on the same account: the web app shows the correct usage state and does not block me from sending messages.

This was not Claude Code CLI usage or an agentic coding session. I was using normal chat in the Claude macOS desktop app with Sonnet 4.6 Low selected. The chat composer showed:

Usage limit reached • Resets 1:50 AM • limits shared with Claude Code

At the same time, Settings -> Usage showed freshly updated quota remaining:

Claude Code CLI /usage also shows available usage on the same account:

So the desktop chat composer/enforcement state disagrees with every usage surface checked: Desktop Settings, Claude Code CLI /usage, and WebChat. Since WebChat and Claude Code CLI both work/show available usage on the same account, this looks like stale or incorrect desktop-app chat limit state rather than account-wide/server-side quota exhaustion.

I searched related issues before filing. This appears related in theme to #61828, but that report is for Claude Code input blocking with different usage numbers and an API error. This report is specifically for the macOS desktop app's normal chat UI showing the shared-with-Claude-Code usage-limit banner while WebChat and the same app's Usage settings page report available quota.

What Should Happen?

The desktop app should only show Usage limit reached and block the chat composer when the applicable limit is actually exhausted.

If a different hidden limit is being applied, the UI should identify that specific limit and show usage data that matches the enforcement decision. If the usage page/WebChat state is authoritative, the desktop composer should refresh/clear stale limit state and allow chat to continue.

Steps to Reproduce

1. Open the Claude macOS desktop app.
2. Use normal chat mode, not Claude Code CLI.
3. Select/use Sonnet 4.6 Low.
4. Observe the desktop chat composer blocked with Usage limit reached • Resets 1:50 AM • limits shared with Claude Code.
5. Open Settings -> Usage and refresh/check the displayed plan usage.
6. Observe that usage is still below the displayed limits: current session 55% used and weekly all-models limit 7% used, last updated less than a minute ago.
7. Open WebChat on the same account.
8. Observe that WebChat shows the correct usage state and does not block sending messages.
9. Cross-check Claude Code CLI with /usage.
10. Observe that Claude Code CLI also shows the same available usage: current session 56% used and weekly all-models 7% used.

• WebChat on the same account works correctly and does not block sending messages.
