[Bug] Model conflates unrelated document sections during cross-document comparison

Bug Description
The model seems to be conflating parts of documents when making comparisons. It'll say theres an error in one section when it's trying to compare it to a completely different part of a companion document (not like a diff review,), but making sure updates between documents are copacetic.
