[Bug] Excessive latency in Claude Code CLI requests

Bug Description
Its running really slow here, in 6 minutes consumed less than 1k tokens. A simple task using claude -p on terminal like "what is 10 times 10? tell me just the number" took 74 seconds, with my machine on idle for 99% of the time. Context is clear, I tried safe mode in case it was a skill or something else.
