[Feature Request] Add per-repository "New Conversation" button in Agents FleetView panel

Bug Description
Subject: Agents / FleetView panel — can't discover how to start a new conversation in a specific repo

I'm an advanced Claude Code user and I want to give honest feedback: the Agents view (FleetView) is, right now, not useful to me — and I don't think I'm the only one.

The core problem:
The panel groups my conversations per repository, which looks great. But I cannot figure out how to start a new conversation scoped to a specific repo. The per-repo groups look like containers I should be able to click into and add to — but they're not actionable. The only way I've found is to create an agent globally and then pick the repo in a dialog. That's backwards from what the grouped layout implies.

Why it's frustrating:

  • The mental model the UI suggests (repos are containers → click "+" inside a repo) does not match how it actually works (create globally → assign repo).
  • For someone who lives in multiple repos daily, this is the single most common action I want to take, and it's the hardest one to discover.
  • The result is that a view that should be my home base feels unusable.

What would fix it:

  1. Put a clear "+ New conversation" button on each repo group that pre-selects that repo.
  2. Make the repo groups behave like the containers they visually appear to be.
  3. Make sure connected repos are obviously selectable, and make it obvious how to add one that isn't there yet.

Please revisit this view's UX/UI. The concept is right and I want to use it — but the current execution gets in the way instead of helping. Happy to do a quick call or screen-share if useful.
