[Bug] Anthropic API content filter blocking legitimate HIPAA/CFR legal research

Bug Description
API content filter is blocking legitimate legal research on HIPAA related topics. I am a lawyer, I am trying to do research on HIPAA -- every time we are trying to add information from the Code of Federal Regulations, your overactive filter refuses to let us.
