[Bug] Claude not loading CLAUDE.md configuration file

Bug Description
Opus 4.8 has been the most frustrating experience i've had this whole calendar year. a simple task which took all day and multiple reprompts to finish. make claude actually load the CLAUDE.md this is borderline useless at this point
