What's Wrong?

[BUG] Please stop defaulting to on to when adding new attribution mechanisms into commit messages.

If I disabled all previous mechanisms, I don't want to be playing wack-a-mole every time you add a new one. You need a UNIVERSAL NEVER add attribution mechanism, not a per item one (re: recent Clause session URL attribution after I already did no attribution setting, then the "" mechanism. I DO NOT WANT CLAUDE ATTRIBUTION IN COMMITS IN ANY FORMAT

What Should Happen?

New attribution mechanisms should not silently be introduced when users have already disabled old ones

Error Messages/Logs

Steps to Reproduce

Disable claude commit attribution using old mechanisms, new version of claude with new mechanism even though you've disabled attribution
